There just isn't any other way to put it. American citizens are murdered by Somali pirates and the official response of the United States of America is this wobbly prose:

There is a sizeable group of men straining at Hell's Leash who are ready, willing and able to address this problem. They did it once before on the Shores of Tripoli and would love to do it again. Let the Marine Corps do what it does best; deliver the full measure of American indignation to the filthy vermin who are committing these atrocities.
Do it in such a fashion that the Somalis return to basket weaving, fly swatting or whatever the hell they did before they found out they could load rowboats full of thieves and AK-47's to commit mayhem on the high seas against unarmed civilians.
Let the world condemn us in public and bless us in private, we've been there before.

Pirates are not covered by laws intended for civilized society. By definition they are enemies of the human population and should expect no mercy; only a quick removal from our planet.

Teresa - There is certainly more than one kind of deficit running rampant in DC.
The reason that the USA got involved with the war against the Barbary pirates of north Africa was because, having rebelled against the British Crown, US merchant mariners lost the protection of the Royal Navy and thus became easy targets for those pirates.
What is required now is to encourae more intervention by Russia and China since they don't pussyfoot about when it comes to action.
It's no good looking to that same Royal Navy since any pirate lucky enough to become its prisoner immediatly get the full protection of the European Court Of Human Rights up to and including the 'right to abode' for him and his extended family, free housing health care and all the rest of it.
